Austin Disaster Relief Network is comprised of nearly 200 churches in and around the Greater Austin community that work together bringing hope into crisis.

The Rev. Dr. Dwight Bailey, Jr. serves as the Executive Director of Austin Disaster Relief Network, and first joined the ADRN team as a consultant in 2021. He is an ordained minister and pastor, serving in vocational ministry for over 28 years and currently mentors new pastors at New Life Church in Georgetown, TX together with his wife, Jeanine. Dwight holds a Ph.D. in Business Management with a specialization in Leadership and Organizational Change, and provides business consulting services through his company DBJDevelopments, LLC. He is the proud father of two sons, Dwight and William, and loves partnering in the Austin Metroplex for the advancement of the gospel.

As Associate Director of the Austin Disaster Relief Network, Stephen manages the ADRN command center in times of disaster and coordinates ongoing response efforts. He works closely with the more than 170 churches in the ADRN network, building and maintaining relationships with pastors, liaisons, and church volunteers.
Stephen joined ADRN professionally in 2011, after serving as a certified financial planner. He first participated in disaster relief as a volunteer with Samaritan’s Purse after Hurricane Ike in 2008. He finds the most reward in seeing the impact of ADRN’s work on both survivors and volunteers, and he has personally sponsored families affected by disasters during his tenure.
A graduate of the University of Texas, Stephen lives in a group “discipleship house” in East Austin, where he enjoys serving as a positive role model to the men in the house as well as youth from the neighborhood. He enjoys travel and outdoor activities, such as camping, biking and running. Stephen also serves on the prayer team at the Austin Stone Community Church.

Cynthia Winters

As the Chief Information Officer (CIO) of ADRN, Bill is responsible for overseeing all aspects of information technology (IT) for the Austin Disaster Relief Network, including the volunteer portal, field deployment tools, tools for staff, and general IT support. Bill started his career at ADRN as the volunteer Director of the HAM Radio Core team, and he continues in this role as well. He has deployed as a HAM lead on several deployments with durations of one or more weeks, oversaw trucking distribution and setup of a ride share system during Hurricane Harvey, and oversaw the 4x4 deployment during the 2021 Winter Storm.
Bill is an Eagle Scout and has been a life-long outdoor enthusiast with extensive experiencing camping, backpacking, kayaking, off-road jeeping/rock crawling, and high angle Search and Rescue. He was also a Scoutmaster and Assistant Scoutmaster in 3 Scout troops where he taught winter tent camping and dutch oven cooking in Colorado and Virginia. He also took 4 crews to Philmont Scout Ranch.
While not out in the woods, Bill has had an extensive career in the software development and database management, including roles as Directory of Database Engineering for both Electronics Arts and advertising.com. He was a Principal Consultant with both Oracle and ambassador Consulting, an Operations Architect for AOL, and the Lead Database Administrator for both Kellogg's and Royal Sun Alliance/Guarantee National Insurance company.
Bill met his wife Patrice in high school, they married after college, and together raised 2 boys (both Eagle Scouts) and 4 girls. The adventure continues as they now live full time in a motorhome, supporting ADRN during blue skies but always ready to move out into the disaster field, fully self-contained, should the need arise.
